Under the Personal Income Tax Act (s. 3), a non-EEA national is a Hungarian tax resident if their only permanent home is in Hungary or their centre of vital interests is there; the 183-day 'habitual residence' test is only a tie-breaker. Someone who rents their only home in Hungary on a White Card can therefore be resident from the start. Residents pay a flat 15% income tax on worldwide income, plus 18.5% social security on employment income (self-employed also pay a 13% social contribution tax, subject to EU/treaty social-security rules). Pay for work physically performed in Hungary can be taxable there even for non-residents; a tax treaty may exempt short stays for a foreign employer. Get local advice before relying on non-residence.
